After a week of successful play testing, I finished my custom world for the Sims 3.   :D  If you would like to download it and check it out, you can do so here:

Though requiring World Adventures, it contains no custom content.  Other details include:  medium-sized world, 135 lots [49 community lots/ 86 residential lots, all built and furnished], though lots are close together, it is optimized as much as I could for performance.

It looks swell! I especially like the island backdrop and all the greenery.
If I had Sims3 I would totally download it! (It's not available for Linux and I don't have Windoze anymore. I might get the upcoming PS3 version of Sims3 used in a year or so, but that won't be moddable.)
